Al Nasr: We strongly condemn the use of excessive force against peaceful demonstrators and call on the government to open a comprehensive investigation and achieve justice

At the time that we demand preserving security, peace and public and private property, we reject the politicization of popular demonstrations or employ them in partisan and interests, and we stress on the constructive and positive dialogue with the representatives of the demonstrators. We demand the government to carry out its duties to serve the people and protect their legitimate rights and demands.

Abadi launches his national initiative

President of Al Nasr coalition, Dr. Haider al-Abadi launched a national initiative to resolve the current crisis after the resignation of Prime Minister Adel Abdul Mahdi.
This plan included a set of solutions as an initiative to resolve the current crisis as follows:


1- From now until 15 December 2019, in accordance with Article 61 of the Constitution, and at the request of the President (or according to the questioning of the Government), the House of Representatives shall withdraw confidence from the current Government. A “provisional” government should be formed with limited ministries and independent personalities, an independent personality is commissioned to head it and none of its members is nominated for the upcoming elections.
2- The age of the “provisional” government begins on 15/12/2019 and ends on 30/6/2020, will temporarily manage the country’s affairs and accomplish the following:
-Fair amendments to the electoral law to ensure the renewal of political life.
-Formation of an election commission completely independent of the parties.


-Establishing the mechanisms of elections that guarantee the integrity and free will of the voters.
-Holding the elections, and all stages should be under international supervision.
3- The elected government shall start work on 7/1/2020 and during the first six months, in cooperation with the main authorities of the country and within a time limit that does not exceed the year 2020, it shall establish binding paths for constitutional amendments and submit them to the referendum at the end of 2020. The political system and its institutions are adapted on the basis of the results of the popularly approved referendum.
4- The elected government, within the first six months, adheres to setting decisive timetables to confine weapons by the state, and expose perpetrators, who participated in the killing of peaceful demonstrators and members of the security forces, and to end any military or paramilitary presence outside the framework of state institutions, and end the files of detainees, missing and absentees in all Iraqi cities.
5- During the first six months of its formation, the elected government shall be committed to resolve corruption files from 2003 to 2019 with the assistance of the United Nations Mission and the help of the international expertise. The public will be the first informed of the results.
6- All parties and elites that participated and won the elections will be legally bound by the Constitution, the law and national sovereignty. They have to undertake to reject, combat and criminalize terrorism, violence, sectarianism, corruption and organized crime, and to prevent any weapon or military presence outside the rule of law, and to restrict powers to extend security and protect citizens by state authorities. They have to commit to civil and political rights and duties, the values of peaceful coexistence and the right to peaceful expression; to promote and support legal, institutional, and social security to protect the country and its people, and rejecting violence and resorting to arms in solving societal and political problems.


7- All parties and elites that participated and won the elections adhere to free the state and its institutions from the system of quotas, and adopt the standards of competence, professionalism, integrity and career progression, specialization and equal opportunities in the selection of candidates for positions, and activate the law of the Federal Service Council, and obligate to accountability, professional evaluation, and legal performance of officials away from any kind of political protection. They must also adopt a fair salary scale for social justice to all officials.
8- Confidence shall be given to the elected government on the basis of a political majority, away from the sectarian component of the political system. The government is committed to offer a program that is subjected to periodic accountability, and develop comprehensive plans to modernize administrative and financial systems, and move towards automation, transition to e-government, and the adoption of international standards to evaluate the performance of institutions and to complete the promotion of the integrated market economy, and to proceed with the establishment of the generation Fund, the Sovereign Fund, the National Development Plan, the Iraq Vision for 2030, the Poverty Reduction Strategy, the Fight against Unemployment, the Activation of Social Security Networks and the Acceleration To promote the economic, agricultural, industrial, commercial and banking development, including the promotion of the services, energy, transport, information and communications technology sectors, and the development of administrative and professional centers and skills for workers in state institutions and abroad. The elected government is committed, through comprehensive programs, to empowering youth and women in the political, economic, educational and development sectors, ensuring the rights of women and the rights of children, and the elderly and the legislative protection for them. It should emphasize to achieve the objectives of the care of people with special needs law 38 of 2013. It is committed to the adoption of policies and programs in the strategy of education, and to reformulate educational curricula in accordance with educational development in order to ensure the consolidation of the coexistence culture and civic values and the national identity, and pay attention to culture, media, arts, sports and civil work to build the state and the development of society and facilities.


9- The elected government and all authorities in the country are obliged to provide legislative and societal protection to all Iraqi minorities, for their religious, national and sectarian diversity, and not to exclude, marginalize them, and ensure their compensation and return to their areas of residence, and to respect their privacy.
10- The elected government and all other authorities shall abide by the requirements of Iraqi sovereignty, and ensure the liberation of the Iraqi decision from any foreign domination or guardianship, and investigate cooperation and integration with the world on the basis of common interests in accordance with Iraqi interests and sovereignty.

Al Nasr Coalition confirms its concern for the state, its safety, stability and sovereignty

Our Iraq, our people and our political system are going through a real crisis represented by the introduction of factors of betrayal, oppression and intimidation to silence the voices calling for reform, fighting corruption and providing the requirements for a decent life, and this policy has led to the fall of hundreds of martyrs and wounded civilians, especially the young ones, and even extended to media platforms, and undermined the legitimacy of our political system, its reputation and prospects for its development.

Al Nasr Coalition, while affirming its concern for the state, its safety, stability and sovereignty, as it is considered the national bulwark against chaos, it rejects any unconstitutional and non-peaceful policy that practices repression, betrayal and intimidation in the administration of the state and in dealing with the true demands of the people and young men in particular. The policy of disguises and camouflage that portrays everyone who demands change or punishing the perpetrators as a political competition whose goal is to gain power must be put to an end, let power go to hell if it is based on blood and serving narrow agendas. Judgment is a responsibility.

The head of Al Nasr Coalition, Dr. Haider al-Abadi, had issued an open national message that included 17 items on 4-10-2019 that drew a clear roadmap for resolving the crisis and the required reform paths, and Al Nasr Coalition reaffirms that:

1-Al Nasr parliamentary bloc has collected the signatures and submitted a request to the Presidency of the Council of Representatives to question the Prime Minister, as he is the first executive official, to clarify the truth about what happened in terms of killing, sniping, intimidation to the people, and everyone should bear the results of the investigation and interrogation to ensure the democracy and legitimacy of our political system.

2-Al Nasr supports any decision to preserve the country and its stability and ensure the peace and patriotism of the demonstrations, and welcomes any measures that meet one side of the people's demands. However, it affirms that real reform must extend to the foundations of the political process and the administration of the political system. Reform procedures and packages must include changing the election law to ensure pumping new political blood, reforming the electoral system in a way that achieves political justice and integrity, and parties must make formal pledges to liberate the state from quotas to ensure the formation of independent governments far from the hegemony of the parties, to form an independent criminal court to eradicate corruption, and to correct the unconstitutional relationship with the Kurdistan region in a way that guarantees justice by distributing wealth and the state’s sovereignty over all its lands and resources, confining weapons to the hands of the state, criminalizing any armed presence outside the framework of the state’s legitimacy, ensuring that political life is not militarized, and re-adjusting the state’s performance by imposing its sovereignty over all in a manner that guarantees the rule of law and national interests internally and externally, and initiating the development of necessary constitutional changes paths, and a clear roadmap to lift the country from bankruptcy and deficit due to rentier policy and to go to vital economic diversification.

3-Al Nasr Coalition, which did not participate in the government or its formation, believes that any change of government must be constitutional to preserve the constitutionality of change and reform, and here it confirms, that what we are witnessing today is a natural result of the wrong beginnings in forming the government and overcoming the constitutional principle of the largest bloc, who were aiming for the quota system and clinging to the rule without taking into account the sound foundations of building the authorities and the paths of accountability.

4-We call for comprehensive reform that enables our political system to bypass its barriers and qualifies it for gradual development, and we stress the need for the emergence of a national political front that adopts reform and development of the political system to be able to meet the demands of the people and the efficient administration of the state in a way that guarantees its unity, justice and national sovereignty.

Al Nasr supports the speech of the Supreme Religious Authority

Al Nasr Coalition declares its absolute support for the speech of the Supreme Religious Authority regarding the bloody events in the country, in which it blamed the government and demanded an investigation and mortgaging all reform steps to its results.

The credibility of the government and the political forces responsible for the state’s action are at stake, and the paths of the political system cannot be assured with the treachery, intimidation and suppression of voices demanding rights and calling for reform and ending grievances, abuses, quotas, corruption and groups invading the state.

The competition today is not over power, but rather to protect the political system from collapse unless it is remedied by deterrent measures and fundamental reforms affecting the political system.

Al Nasr: We call for keeping Kirkuk out of the circle of political deals

Al Nasr Coalition in Kirkuk condemns the measures taken by the government of Adel Abdul Mahdi, represented in handing over the advanced joint operations center to the Kurdistan Democratic Party, despite the fact that the building belongs to the governorate and is considered a property of the Iraqi state.

This step is a blow to what has been achieved in dealing with Kirkuk on the constitutional basis, and is a blow to the peaceful coexistence that was achieved during the time of Dr. Haider al-Abadi's government.

As a coalition, societal forces and political activities in Kirkuk, we demand keeping the government away from the circle of political deals that support the survival of people at the expense of the homeland and its unity.

This method will be an indication of the start of a struggle and a component and partisan hegemony for one party at the expense of the other parties, which will generate new tension in Kirkuk and Iraq.

The government must retreat this decision, which only serves narrow interests, and on the contrary, we will have a move on international organizations to explain the danger of this trend.

Al Nasr Coalition condemns the arrest and the mysterious disappearance of journalists, and we call on the government to play its role to curb this phenomenon.
“We strongly condemn and reject the continued detention and disappearance of journalists under mysterious circumstances. We call on the government to exercise its responsibilities to end the phenomenon of free press abuse and intimidation of media institutions.

 The policy of muzzling and confiscating the other opinion will create a republic of fear and confiscate the gains of freedom. No regime can develop without a free and responsible media that exercises its national and professional role in accordance with the law and in defense of truth and higher interests.

Al Nasr expresses its disappointment and reservations about the results of the government investigation into the demonstrations

Al Nasr Coalition expresses its disappointment and reservations about the results of the government investigation into the demonstrations that took place at the beginning of October.

The report, which blamed military and security leaderships for shooting and revolting against orders, did not explain to us why the "rebellion" continued for several days without follow-up, firmness and control from the high command. If the rebellion was for one day and in one governorate, it could be justified, but it continued for days and in several provinces without addressing the situation.

The report also neglected clarifying the party responsible for the sniping and the deliberate killing of protesters, as it did not mention the parties that attacked satellite channels and terrified journalists, media and activists.

Excessive use of force, lack of fire control, and the unfortunate loss of civilian life are the responsibility of the highest commanding authorities. The absence, weakness of command, control, and the exercise of the responsibilities are entrusted to them.

Containing this crisis requires assuming responsibility at various levels, an affirmation of justice and the assumption of the responsibilities of governance.

The peaceful demand for rights and reforms is the pillar of the civil and political rights of citizens, and it has been suppressed in a bloody and unjustified manner, and the negligence falls on the government’s responsibility, as it did not safeguard rights and freedoms and did not exercise its powers by controlling weapons and exercising powers in dealing with demonstrators and it was not directed to prevent the use of live bullets, which lasted for days without deterrence.

We are faced with the responsibility to preserve the state, its stability and the security of its people, and we are not in the process of political competition for power. Our political system cannot be straightened except through reforms, assuming responsibilities and defending the rights and interests of the people.

Abadi pledges the authorities’ seriousness to resolve the crisis by a road map with specific time ceilings

According to Al Nasr Coalition initiatives since the early days of the outbreak of the people’s uprising, the comprehensive initiatives on October 4 and November 27, 2019 in particular, Dr. Haider al-Abadi, the head of the coalition, presented a roadmap to solve the crisis, saying that any initiative that does not have time limits for the transformation is nothing but a procrastination that cannot save the country or meet the aspirations of the people.
