Al Nasr Coalition: We are against the quota system and we will put Al Nasr positions in the service of national competencies

Al Nasr Coalition announces that its position on the government is related to its performance, the independence of its decision and its ability to run the country. The decision of Al Nasr Coalition is not affected, whether it takes the position of the opposition or loyalty by its share of government. Al Nasr Coalition was clear from the early days of the government formation, as it declared that it was against the principle of quotas that paralyzed the state and led to its party engulfment, and that Al Nasr refused to participate in the government because of its opposition to the ethno-sectarian quota system, as it hoped to form a government of independent national competencies that is capable of serving the citizen and managing the country with competence, professionalism, and national independence.

According to the special ranks and agents currently being talked about, Al Nasr announces the following:

1-The service positions in the state are not the participation positions of government, as they are non-political professional service positions.

2-Al Nasr rejected the principle of ethno-sectarian partisan quotas to form the government, and rejects it with special ranks and by proxies.

3-Any positions that count on Al Nasr Coalition in the state, it will consider them a share for the national professional elites, and their characters will be chosen from the national competencies, not partisan ones.

My brothers and sisters…

On the eve of holding the next conference of Al Da'awa, and in the atmosphere of these great nights of the blessed month of Ramadan, I find myself obliged to talk to you in fulfillment of my legitimate and national responsibility:

1-Al Da'awa is a legacy of thought, action, sacrifice, and major goals, and it is a trust and responsibility that requires self-denial, solidarity and renewal to continue its march by leading the major transformations in our dear country, based on our values ​​that believe in justice and charity on the path of freedom, reforms and fighting corruption in all its forms. Leading major transformations means leadership, proportionate initiative, and the tasks of building and reforming society and the state.

2-The party -any party- is not a goal, but rather it is a valuable political mediator and a communicative tool whose mission is to lead transformations in the structure of society and the state within the national project for change. It is certainly not a platform for people or interests, and it should not be.

3-The value of Al Da'awa is in the value of its noble goals, its great sacrificial heritage, its independent and principled moral character, and its perception of the interests of the nation. The interests of the nation are the ones targeted nationally to achieve the nation’s goals, values ​​and objectives with justice and coexistence in goodness, prosperity and sovereignty.

4-There is no end to history, and change requires persistence, correction and constant renewal of thinking methods and action plans. The march and maturity of any party is not impulsive, but rather cumulative, and historical maturity has become related to thought and practical experiences within the unity of values ​​and desired goals.

5-There are no infallible societal political experiences, and the important thing is to review and correct, and the most important thing is to insist on continuing with awareness, planning and commitment according to the rules of responsibility, readiness and republicanism, in dealing with our beloved homeland and our sacrificing people.

6-I call for a critical review and renewal of discourse and restructuring, and for the vitality of commensurate initiatives and transformations in our country, and I also call for the continuation of the collective will. And to infuse new blood into all aspects of Al Da'awa, especially the leading ones, and based on that, I declare my relinquishment and withdrawal from all leadership positions in the party and remain an advocate and soldier to serve the march, and I call for a renewal of leadership frameworks and restructuring in a way that suits the past experience and aspirations to the future with high denial.

7-Al Da'awa and the rest of the patriotic benevolent forces are demanded to build strength, glory and prosperity for Iraq and its people, and it is the responsibility of all of us, wherever we are.

Al Nasr Coalition: We call on Parliament to adopt the instructions of the Supreme Religious Authority

Al Nasr Coalition, led by Dr. Haider al-Abadi, announced its absolute support for the demands of the Supreme Religious Authority in the Friday sermon on June 14, 2019, and called on Parliament to adopt the demands that came in it to ensure the proper management of the state.

The Coalition said in its statement: "The teachings of the Supreme Authority coincided this Friday with the anniversary of the issuance of the fatwa of jihad to defend the people and the country, that holy fatwa made a glorious history of victory and glory".

Al Nasr Coalition indicated that the Supreme Religious Authority has once again determined the optimal contexts for dealing with the state to ensure its rational management, stressing that what the authority called for in terms of rejecting competition over positions and abhorrent quotas, is the diagnosis of the power crisis that paralyzes the work and functions of the state and makes them partisan political boycotts. The persistence of widespread corruption in state institutions without practical deterrence measures destroys all attempts to advance the state. Likewise, the continuation of the laws that granted unfair privileges to certain groups at the expense of the rest of the people is considered a colony on wealth and contrary to the foundations of justice.

Al Nasr Coalition affirmed its support for diagnosing the reality of the continuing struggle over spoils and gains and raising security and clan problems that give ISIS the opportunity to carry out its attacks and threaten security and stability, and the necessity to normalize conditions in troubled areas on professional grounds that take into account the sanctity of the citizen and give him life with pride and dignity and prevent the infringement and abuse of his rights, to prevent the risks of the return of terrorism.

Al Nasr Coalition calls on the parliamentary forces to adopt these instructions that are in the interest of the state and the rights of the people, and confirms that adopting them and working with them in parliament is a test of credibility for these forces, so the state cannot be built with weak powers, quotas, endemic corruption, and the struggle of interests at the expense of the basic interests of the people and the state.

Al Nasr Coalition confirmed that the Marjaiya speech constituted a dilemma for the government, parliament, and political forces that manage state affairs today.

A member of Al Nasr Coalition, Dr. Mazen Al-Eqabi said: “The Marjaiya put points on the letters again in relation to the building and proper management of the state, and put the government and parliament in front of the reality of the country’s situation, its problems and the way it is managed, and they must either admit their failure or change the way they deal with the state’s files, on top of which are the files of public service, administration, security, services and sovereignty".

Al-Eqabi said: “Surrender to the abhorrent quotas, the intensification of conciliation and the weakening and dispersal of the central administration of the state’s security, service, and sovereign files, has created a dangerous reality that threatens the state’s gains and exposes it to great dangers, in a region simmering with turmoil and political- military escalation. And the country's interests require effective initiative and upgrading performance commensurate with the size of the internal and external challenges facing Iraq".

Al Nasr rejects the sharing and monopolization of high positions and special ranks among the parties and calls for liberating them from the quota system

Al Nasr Coalition expressed its attitude on the desire of political forces and parties to continue the tradition of quotas and the acquisition of special degrees.

A member of Al Nasr Coalition, Dr. Mazen Al-Eqabi said that the file of directors general and special ranks is very important as it is a file related to the management of state institutions, especially with regard to the needs of our honorable people, and he explained the following:

1-Al Nasr Coalition issued a statement on June 16, 2019, warning public opinion and political forces against resolving this file by the abhorrent partisan quota system in force now, and demanded that this file should be resolved with the completion of the substantive requirements and professional and national conditions for its management in order to preserve the proper construction of state institutions.

2-Al Nasr's attitude on this dangerous file was based on its firm and declared position of rejecting the abominable quota system, on the basis of which it did not participate in the government, on the commandments of the Supreme Religious Authority to reject the party positions of authority, on the warning of the Board of Financial Supervision, on the absence of clear governmental criteria for choosing those who hold positions of responsibility, on the time pressure and the struggle of the blocs to obtain their shares in violation of objective standards, and the danger of zeroing the senior positions of the state and rebuilding on the basis of comprehensive ethnic, sectarian, partisan quotas that re-engulf the state.

3-Al Nasr demanded liberating the higher positions of the state from the monopoly of the parties, and opening them to the national professional competencies as they are public service positions and not political positions such as the government, and it will work on that in the Parliament.

Al Nasr renews its rejection of partisan quotas for the file of general directors and special degrees

Al Nasr Coalition confirms its previously announced position by rejecting the disgusting partisan quotas for the file of general managers and special degrees.

We announce to the public opinion that the Council of Ministers intends tomorrow to approve the first batch of directors-general to approve it, and here we renew our rejection of the steps that consecrate quotas, and the Council of Ministers and political forces bear full responsibility.

Any settlement of this file according to the quota system is considered a rebellion on the foundations of the proper construction of the state, the wills of the Supreme Religious Authority, and the rights and competencies of the people in public service positions.

Al Nasr Coalition announced and announces its refusal to manage and resolve this file in the current manner, and calls for enabling national standards and competencies to take over service positions in the state, and we support the approval of positions in light of the correct professional standards.

Al Nasr warns public opinion and political forces against resolving the file of general directors and the degrees of the current abhorrent quotas

Al Nasr Coalition warns public opinion and political forces against resolving the file of general directors and the special degrees of the current abominable quota system, and demands postponing the resolution of this file until the substantive requirements and professional and national conditions are completed with its management and termination, in order to preserve the proper construction of state institutions.

Al Nasr Coalition calls on the House of Representatives and the government to take into consideration a number of factors in its handling of this file related to the core of running state affairs:

1-The commandments of the Supreme Religious Authority on June 14, 2019, in which it rejected the despicable quota system and the struggle for power and positions.

2-The remaining period until the end of this June is insufficient to settle this file in a sound and accurate manner, with the absence of clear mechanisms, the limitation of negotiation to the political parties in force, and the adoption of conciliatory political conflict policies.

3-The Board of Supreme Audit warned that the state will stop at the end of June from a legal point of view, and therefore this file cannot be properly terminated in such a hurry and under pressure of time, circumstances, and the blocs' struggle for their shares.

4-No clear criteria have been issued by the government regarding the mechanisms concerned with selecting general managers and special ranks, in a way that allows the competent to remain and also allows for the real participation of elites and national competencies from outside the parties.

5-Al Nasr Coalition has previously announced its rejection of the ethnic, sectarian, partisan quota system with which it is not possible to build a state and run a government, and here it renews its refusal to deal with this dangerous file with the same mechanisms and with the same policies of quotas for state positions.

6-The danger of this file lies in zeroing the higher positions of the state and the building of a new state based on partisan proportions of quotas, as a repetition of the same wrong experiences that were adopted after 2003, but this time quotas on originality instead of proxy and this is more dangerous.

7-The calls for reform and proper building of institutions require liberating the state from partisan quotas. Public service positions belong to its citizens according to contexts and standards of competence and professionalism, far from the factional party monopoly.

Accordingly, Al Nasr Coalition calls for postponing the decision of the general directors' file and the special ranks until all requirements and standards are completed, in particular professionalism and independence, away from quotas and corruption, and for selecting national competencies to fill these sensitive positions. Parliament has to adapt the law to contain the crisis of zeroing positions during the month of June.

Al Nasr blames the government for violating the Federal Budget Law

Al Nasr Coalition blames the Iraqi government for the legal violation of the Federal Budget Law, with regard to the Kurdistan Region's authorities’ refusal to pay oil imports to the federal authorities.

The region’s authorities are required to pay the region’s debts and others in return for handing over oil imports, in contradiction to the decisions of the Federal Court and the budget law that came in their favor.

Al Nasr Coalition affirms that the national wealth, state sovereignty, and the people's rights in its Arabs, Kurds, Turkmen and other components do not belong to the local and central authorities to do what they want, which is contrary to the responsibility and the supreme interests of the people and the state.

Al Nasr Coalition declares that the continuation of violations, retreat and weakness of government will push Al Nasr to announce total opposition to the government and demand its dissolution and forming a new government that is capable of advancing its national responsibilities.
