To support our neighbor Syria and to stand with it in building a democratic political transition that serves its people and the region, "Al Nasr Coalition" presents the "Rafidain Initiative" to Prime Minister Al-Sudani.

We propose that Iraq take the lead in launching the "Rafidain Initiative" with two components, humanitarian and political, to support our neighbour Syria in its current circumstances.
First: The "Rafidain Humanitarian Initiative" to support the brotherly Syrian people.
This includes, to the extent possible:
1. Sending shipments of heating fuel.
2. Sending shipments of essential medicines.
3. Sending shipments of basic food supplies.
Second: The "Rafidain Political Initiative" to support democratic political transition.
The initiative aims to establish a framework of political and economic principles that ensures a comprehensive, peaceful democratic transition in Syria.
This would strengthen the Syrian state's unity, stability, and sovereignty in a way that serves its people and promotes security, stability, and integration in the region.
The framework of principles would include, in addition to Syria and Iraq, Iraq's neighboring countries, as well as Egypt and the UAE.
Justifications for the initiative:
1. Iraq's position and importance obligate it to take positive action in addressing events. Inaction is an antagonistic stance, leaving a void for others to fill.
2. The initiative is part of Iraq's commitment toward its brothers and is in harmony with its values and principles.
3. Positive initiatives foster closer ties between peoples, build peace, strengthen mutual understanding, and thwart malicious and dubious agendas.
4. It enhances Iraq's regional and international standing as a positive and active center for regional and global stability and peace.
